The Incident — A High-Risk Encounter in Broad Daylight

On Tuesday morning, a bail bondsman from Big Jim’s Bonding Company in Tennessee attempted to apprehend a fugitive, Jacob Stoops, in a CVS parking lot and ended up exchanging gunfire. WTVC

Here’s how the action unfolded, according to the bondsman and preliminary law enforcement reports:

  • The fugitive, Stoops, was wanted on an FTA (Failure to Appear) warrant out of Cumberland County. WTVC

  • The bondsman’s agent spotted Stoops near a Hobby Lobby in Cleveland around 11 a.m. and attempted to intercept him. WTVC

  • Stoops allegedly rammed the agent’s vehicle, prompting pursuit. WTVC

  • As they pursued, the bondsman’s team called 911 and provided dispatch with Stoops’ name and license plate. WTVC

  • The chase led them toward a CVS parking lot. At that point, Stoops reportedly drove over grass and knocked down signs, heading toward the agents’ vehicle. WTVC

  • Shots were fired. The bondsman claims his agent shot into the driver’s side wheel, attempting a disabling shot. WTVC

  • Stoops then changed direction, pursued by a motorcyclist, and reportedly fired toward that pursuer as well. WTVC

  • After fleeing on foot, Stoops was taken into custody by Cleveland police. WTVC

Authorities are still confirming some of these details and determining additional charges. WTVC

Why This Case Resonates

This incident is more than another fugitive capture story. It highlights several themes very relevant to FugitiveForce’s mission:

  1. High volatility in fugitive encounters
Even routine warrants can escalate quickly. The presence of vehicles, public spaces, and bystanders can be present when an apprehension turns into firefight scenarios. Planning and caution should always be used.

  2. Coordination and real-time info are key
The bondsman’s team called 911 mid-event, relayed suspect information, and coordinated movements. That sharing of intelligence matters a lot. Planning for communications is a must!WTVC

  3. Evidence and documentation matter
In cases involving use of force, precise records (shots fired, location, timeline, witness statements) will carry weight in legal scrutiny and internal review.

  4. Public safety and risk management
Every fugitive recovery mission has to balance aggressive pursuit with protecting the public and preventing collateral damage or harm to bystanders.
