Houston Bail Bondsman & ICE Officer Indicted in Alleged Bribery Scheme to Lift Immigration Holds

A Houston bail bondsman, his son, an employee from another bail bond company, and a federal immigration officer are facing federal bribery charges in an alleged scheme to lift immigration detainers for inmates in the Harris County Jail.
Who’s Been Charged
Federal prosecutors have indicted:

Leopoldo Benitez, 53, owner of A Way Out Bail Bonds in Houston

Anthony Benitez, 32, his son

Isaac Sierra, 51, employee at International Bonding Company

Jose Angel Muniz, 51, deportation officer with U.S. Immigration and Customs Enforcement (ICE)
The Alleged Bribery Scheme
According to the U.S. Department of Justice, between April 2023 and March 2024, Muniz allegedly accepted bribes from bail bonds employees in exchange for removing immigration holds—also known as immigration detainers—on certain inmates.
Without the detainer, these inmates could be released on bond without being transferred into ICE custody for possible deportation.
If convicted, each defendant faces up to 15 years in prison and fines of up to $250,000 or the equivalent value of the alleged bribes.
Limited Details from Authorities
The indictment, signed June 24, remains sealed in federal court records, and prosecutors have not disclosed the full scope of the case. Attorneys for Leopoldo Benitez, Sierra, and Muniz have not commented publicly. Anthony Benitez’s attorney declined to comment, citing the need for more time to review the case.
Connections to Other Houston Bail Bond Scandals
This case comes nearly a year after a multi-agency sting led to the arrest of 50 people linked to a separate bail bond fraud scheme in Houston. While there’s no official confirmation that the two cases are connected, officials emphasized their continued crackdown on corruption.
“The Southern District of Texas takes allegations of corruption by federal officers extremely seriously, particularly those entrusted with keeping our border secure and nation safe,” said U.S. Attorney Nicholas Ganjei.
What Happens Next
The four defendants will face proceedings in federal court in the Southern District of Texas. ICE has not yet commented on Muniz’s employment status.
